Objective :
Providing all administrative and financial services for the various administrative units in the ministry
Duties :
- Administrative and technical supervision over human resources, financial administration, budget administration, administrative development unit, project administration, follow up administration, warehouse administration, operation and maintenance administration, administrative communication center, procurement administration and coordinate the activities of all these units to ensure a good performance
- Supervise the execution of the administrative and financial programs in the light of the general plan of the ministry and as per the set rules and regulations
- Supervise the implementation of all rules and regulations and financial and administrative rules of MoHE and ensure the efficiency and effectiveness of the same
- Assess various work programs in MoHE concerned with the administrative and financial issues
- Achieve the required level of coordination between MoHE and the rest governmental agencies in matters related administrative and financial affairs, such as MoCS [civil services], MoF [Finance], MoP [Planning] and general monitoring office
- Technical supervision over the administrations concerned with administrative and financial affairs in MoHE to ensure that they are performing their functions as per the set rules and regulations, and as per the granted authorizations
- General supervision over the preparation of the ministry budget project
- Supervise the preparation of the required data concerning the general administration of the administrative and financial and whatever branches thereof in terms of administrative units related to budget proposals concerning the administrative and financial services and submit them to individuals who are preparing the MoHE budget project
- Propose special procedures concerning the general administration for administrative and financial affairs and whatever branches thereof in terms of administrative units and submit them to administrative development unit for study and implementation and propose any developmental steps in this regard
- Prepare periodic reports on the functions and activities of the general administration and whatever branches thereof and submit them to the minister
